Mr Daniel Cheung JP is currently the Deputy Commissioner for Digital Policy (Digital Infrastructure) of the Government of the Hong Kong Special Administrative Region. He supports the formulation of policies and strategic initiatives for driving the development of digital government and smart city in Hong Kong by strengthening local digital infrastructure, fostering the development of local IT industry and facilitating closer collaboration with the Mainland on the connectivity of digital infrastructures and data, with a view to laying a solid foundation for accelerating the development of digital economy. In addition, he oversees and implements policies and measures relating to project governance and cybersecurity of government IT systems. As a strong advocate for digital inclusion, Mr Cheung actively promotes wider adoption of digital technologies in the community. With over 30 years of professional experience in the field of IT, his expertise contributes significantly to the continuous advancement of Hong Kong’s digital landscape.

Duncan has committed himself to the development of technology and innovation in Hong Kong since early 2000’s. He is an advocate of local Tech and Innovation policies, a tech entrepreneur, a veteran investor and is often regarded as the leading figure in Hong Kong's Tech and Innovation sector.
In 2022, Duncan was elected to the 7th term of the Legislative Council, representing the Technology and Innovation Constituency. He has been diligent in uniting the industry and speaking up for the general public and the long-term development of Hong Kong. He often makes suggestions to the Government on technology development, economic and public health related policies. Many of those have been adopted and followed up by relevant authorities.

Duncan has been a key contributor to Hong Kong's T&I development. He is President of Hong Kong Information Technology Joint Council and Convenor of Innovate for Future, a think tank representing some of the leading start-ups. He is also Chairman of HKTDC Information & Communications Technology (ICT) Services Advisory Committee, Chairman of Advisory Committee of the Department of Systems Engineering & Engineering Management of The Chinese University of Hong Kong, and Member of Advisory Committee of The Hong Kong Polytechnic University.
Duncan has participated and interested in over 100 technology companies and is an experienced professional investor. He is a frequent speaker at forums to share his insights and also a mentor to young entrepreneurs.

Mark is the Royal Academy of Engineering Visiting Professor in the digitalisation of the built environment at the University of Cambridge. As Strategic Advisor at Mott MacDonald, Mark provides advice to key clients on digitalisation and broader industry transformation. Previously, Mark was the CTO of Mott MacDonald and the Director of the Centre for Digital Built Britain, where he was the Head of the National Digital Twin programme.

Dubbed the architect of the green building movement in Singapore, Dr John Keung is the first Southeast Asian to be conferred the Chairman’s Award by the World Green Building Council (WGBC) in 2015 and was named one of the Top 25 Newsmakers of the Year 2013 by Engineering News-Record (ENR), USA.
He was the Chief Executive Officer (CEO) of Singapore’s Building and Construction Authority (BCA) from June 2006 to May 2017. Under his leadership, BCA moved Singapore into the position of a global leader in green buildings, raised construction productivity by an average of 2% per year from 2010 to 2017 and transformed its built environment sector through the adoption of Design for Manufacturing and Assembly (DfMA) and Integrated Digital Delivery (IDD).
Currently, in addition to some Board level appointments, Dr Keung also serves as Adjunct Professor in various universities and Advisor to a few public agencies and private organizations. He is a Chartered Town Planner and earned his PhD from the University of Wales, UK.

Ir. Alex Kwan is CEO, Asia of Global Infrastructure Solutions Inc. (GISI), which is a global engineering and construction firm with annual revenue of USD13 billion. He pioneered close collaboration with start-ups and IT firms to accelerate the applications of digital twins, robotic process automation, generative AI and other digital technologies in engineering and construction projects. Prior to joining GISI, Alex was the Executive Director (Engineering & Technology) of the Airport Authority. Some notable innovations Alex brought into practice in advancing HK’s smart airport vision include digital twin, big data analytics, internet of things, enterprise 5G network and autonomous vehicles. His autonomous Electric Tractor project put HK International Airport as the world’s first airport with driverless vehicles in full operation. Before joining the Airport Authority, he was the Chief Executive of AECOM Greater China.
Alex is currently a member of Steering Committee of the Construction Innovation and Technology Fund. He was also a member of Management Committee of Construction Innovation and Technology Fund from its inception and a judge of Construction Digitalisation Award 2021.

Ir Joseph Lo is the Head of Project Strategy and Governance Office (PSGO) of Development Bureau leading the dedicated office with multi-disciplinary professionals for formulating strategic initiatives to promote innovation; strengthening project governance and uplift performance of public works through reinforcing the existing gateway process for cost management; enhancing project delivery capability; leading strategic developments to enhance cost-effectiveness; as well as enhancing collaboration with international counterparts and local industry stakeholders.
Ir Lo is graduated from the University of Hong Kong and is a fellow of the Hong Kong Institution of Engineers. Ir Lo joined the Government in 1999 and has since then worked in Development Bureau and various government departments including the Highways Department and Civil Engineering and Development Department.

Dr Winnie Tang, MH, JP is an Adjunct Professor in the Department of Computer Science, Faculty of Engineering, Department of Geography, Faculty of Social Sciences and Faculty of Architecture at the University of Hong Kong (HKU). She is one of the local born IT entrepreneurs from Hong Kong. In the 1990s, Dr. Tang founded Esri China (Hong Kong) Limited to develop and promote Geographic Information System (GIS) software and solutions. She is also the Founder and Honorary President of Smart City Consortium. Over the years, she has been actively advocating the use of technology and sharing her views regarding the ICT industry, eHealth, environmental conservation, entrepreneurship and smart city through her services in government and non-government organizations in Hong Kong.

Yeh, FHKIP, FRTPI, FPIA, FCILT, FRICS, Member of the Chinese Academy of Sciences and Hong Kong Academy of Sciences and Fellow of TWAS (The World Academy of Sciences) and Academy of Social Sciences UK is Chan To-Hann Professor in Urban Planning and Design and Chair Professor of Department of Urban Planning and Design and Director of GIS Research Centre, and Centre of Urban Studies and Urban Planning at the University of Hong Kong. His main areas of specialisation are in urban development and planning in Hong Kong, China, and South East Asia and the applications of geographic information systems (GIS) as planning support system for smart cities. He received the UN-HABITAT Lecture Award in 2008 for his outstanding and sustained contribution to research, thinking and practice in the human settlements field. He won a gold medal in the Geneva International Exhibition of Inventions in 2018 and silver and bronze medals in 2023.

Mr. Will Yu is the Project Director of the Hong Kong Cyberport Management Company Limited. Mr. Yu is responsible for the project management of Cyberport Expansion Project and off-site satellite co-working spaces.
Mr. Yu has over 20 years of experience in design and project management of building development projects in Hong Kong and China. Before joining Cyberport, he has held senior management positions with major property development companies, including Wheelock Properties, Nan Fung Development and Cheung Kong Holdings. His expertise covers a wide spectrum of property development projects including residential, office, hotel, retail and public work developments.
